FCCPC Seals Abuja’s Paradise Estate Over Alleged Housing Fraud, Consumer Rights Violations


Homebuyers expecting keys to their properties were instead met with locked gates as Nigeria’s consumer watchdog moved in. The Federal Competition and Consumer Protection Commission (FCCPC) has shut down Paradise Estate in Abuja over allegations of serious consumer rights breaches.

The estate, located in the Life Camp Extension area of the capital, was sealed following multiple complaints from buyers who claim they paid in full for housing units that were never delivered.

According to the Commission, the enforcement action did not come out of the blue. It followed a pattern of reported violations and what regulators described as repeated refusal by the estate’s management to comply with directives aimed at resolving the issue.

Officials said several petitions had been filed by aggrieved subscribers, raising concerns about non-delivery of properties and other contractual breaches. Despite these warnings, the developers allegedly failed to take corrective action.

That breakdown in compliance ultimately triggered the Commission’s intervention, culminating in the sealing of the estate as part of efforts to protect affected consumers.

The FCCPC reiterated that its mandate includes holding businesses accountable, particularly in sectors like real estate where large financial commitments are involved. It warned that developers who fail to honour agreements risk facing similar enforcement actions.

For buyers, this move offers some validation—but it also raises a harder question: how many similar cases are still flying under the radar?

The real estate sector has long struggled with trust issues, and cases like this expose a deeper problem—weak enforcement until things escalate. The FCCPC’s action sends a signal, but whether it changes behavior across the industry will depend on what happens next.
