
Peru’s Congress has declared Mexican President Claudia Sheinbaum persona non grata after Mexico granted asylum to former Peruvian Prime Minister Betssy Chavez, who is facing trial for allegedly aiding a 2022 coup attempt.
The move, passed on Thursday by 63 votes to 33, marks a new low in the already strained relations between the two Latin American nations. Lawmakers accused Sheinbaum of “unacceptable interference” in Peru’s internal affairs and of offending the country’s democratic institutions.
The diplomatic clash erupted earlier this week after Mexico confirmed it had offered asylum to Chavez, prompting Lima to sever formal ties with Mexico. Peru’s interim President, José Jeri, announced that Mexico’s top diplomat in Lima had been given a strict deadline to leave the country.
“It has been clearly established that President Sheinbaum interfered in Peru’s affairs, not only in words but by granting asylum,” said acting Congress president Fernando Rospigliosi.
However, leftist legislator Jaime Quito condemned the motion, calling it “an international embarrassment” that damages relations with “our sister country Mexico.”
The political crisis stems from the events of December 2022, when then-President Pedro Castillo attempted to dissolve Congress after months of confrontation with lawmakers. Castillo was swiftly ousted, arrested, and charged with rebellion and abuse of authority.
At the time, Betssy Chavez, who served as his prime minister, was accused of helping orchestrate the failed power grab. Prosecutors have demanded a 25-year prison term for Chavez and 34 years for Castillo.
While Castillo remains in custody, Chavez had been released on bail before taking refuge at the Mexican ambassador’s residence in Lima. Mexico has since requested safe passage for her to travel to Mexico City.
Tensions between Lima and Mexico have remained high since Castillo’s removal. Mexico’s decision to shelter Chavez — whom Peru considers a fugitive from justice — has now reignited a fierce diplomatic dispute, with both governments accusing each other of undermining sovereignty and democratic norms.
