Kano Assembly Passes Bill to Regulate Private School Fee Increases

The Kano State House of Assembly has passed the Kano State Private and Voluntary Institutions Board (Amendment) Bill, 2026, introducing new measures aimed at strengthening the regulation and management of private and voluntary educational institutions across the state.

The bill was passed during Monday’s plenary after lawmakers considered and adopted the report of the House Committee on Education, which held public hearings and consulted relevant stakeholders before presenting its recommendations.

Speaking after the passage of the bill, Speaker Ismail Falgore described the amendment as a major step towards improving the administration and oversight of private and voluntary schools in Kano State.

Executive Secretary office created

One of the key provisions of the amended law is the establishment of the office of an Executive Secretary, which is expected to improve the day-to-day management and operations of the board.

Approval required before fee hikes

The legislation also introduces stricter controls on tuition adjustments by requiring private and voluntary schools to obtain official approval before increasing tuition or other fees.

The Assembly said the provision is intended to protect parents and guardians from arbitrary fee increases while ensuring that proposed adjustments are subject to regulatory oversight.

Lawmakers noted that the amendment followed extensive consultations with education stakeholders during public hearings organised by the House Committee on Education before the bill’s final passage.

The new law is expected to strengthen accountability within the private education sector while promoting fair and transparent school fee policies across Kano State.
