The House of Representatives Committee on Host Communities has passed a vote of confidence in President Bola Tinubu, Nigerian National Petroleum Company Limited (NNPC Limited) and Pipeline Infrastructure Nigeria Limited (PINL) following a review of allegations concerning the pipeline surveillance company’s operations.
The decision followed the committee’s consideration of a petition alleging irregularities in PINL’s contract implementation, financial mismanagement and neglect of personnel engaged in pipeline surveillance.
The committee’s subcommittee said the allegations were not substantiated by the evidence presented during its review. It also noted that the petitioners did not appear despite being invited to present their case.
The lawmakers’ decision followed their assessment of the material made available to them. The absence of the petitioners meant the committee did not hear their case directly during the proceedings.
The committee also recommended an extension of PINL’s pipeline surveillance contract, citing reported improvements in the protection of oil infrastructure and crude oil deliveries through the Trans Niger Pipeline to the Bonny Terminal in Rivers State.
The Trans Niger Pipeline is an important part of Nigeria’s oil transportation network, making its security relevant to crude exports and the country’s petroleum revenue. The reported improvements cited by the committee were central to its recommendation on the contract.
However, the proposed extension is not final. It remains subject to further legislative and government processes before any decision on the contract’s future is concluded.
The development has implications for the Niger Delta, where pipeline security, crude oil theft and disruptions to production and transportation remain major concerns for the oil industry and host communities.
The committee’s position provides an endorsement of the current arrangements, but the allegations raised in the petition and the circumstances surrounding the contract remain matters of public interest.
OtownGist will continue to monitor the outcome of the review and any subsequent decisions on PINL’s pipeline surveillance contract.
