Nigeria Returns to FTSE Frontier Market Status After Three-Year Exclusion

Nigeria’s capital market is set to return to the global FTSE Russell Frontier Market index after nearly three years outside the classification, in a move the Federal Government says reflects improving foreign exchange liquidity and easier access for international investors.

Global index provider FTSE Russell confirmed that Nigeria will be reclassified from “Unclassified” to “Frontier Market” status, with the change taking effect when trading opens on September 21, 2026.

Nigeria was removed from the Frontier Market classification in September 2023 after persistent challenges with foreign exchange availability, capital repatriation and the execution of FX transactions made it difficult for international investors to operate effectively in the market.

Finance Minister and Coordinating Minister of the Economy, Taiwo Oyedele, said the latest decision validates the government’s economic and structural reform programme. He described the development as a signal that Nigeria’s market is becoming more accessible, orderly and attractive to global capital.

Oyedele said the reclassification should be viewed as a milestone rather than the final destination. He added that the government’s longer-term goal is to develop a deeper, more liquid and competitive capital market capable of achieving Emerging Market status.

The minister credited the Securities and Exchange Commission, Central Bank of Nigeria, Nigerian Exchange Group, Central Securities Clearing System and other market participants for their role in restoring confidence in Nigeria’s financial market.

He said the Federal Government would continue working with regulators and market institutions to improve liquidity, increase investor participation and strengthen protections for investors. The government also plans to pursue policies aimed at improving transparency and the global competitiveness of the Nigerian capital market.

The return to the FTSE Russell Frontier Market universe could improve Nigeria’s visibility among international investors and potentially support renewed interest in the country’s equities and other capital-market assets. However, sustained progress in foreign exchange access, market liquidity and investor confidence will remain critical to Nigeria’s ambition of eventually joining the Emerging Market category.
