Burnham Faces Fresh Scrutiny Over £999 Manchester City Dinners as Transparency Row Deepens

British Prime Minister Andy Burnham is facing renewed questions over his past dealings with Manchester City after records revealed that club chairman Khaldoon Al Mubarak hosted him at two hospitality dinners in 2017 and 2018, when Burnham was mayor of Greater Manchester.

The BBC reported on Wednesday that the dinners took place at Manchester City’s Etihad Stadium in August 2017 and April 2018. The hospitality was valued at £300 and approximately £699, respectively, bringing the combined value to about £999.

The disclosures have intensified calls for Burnham to provide a comprehensive account of his interactions with the club and its ownership. The two dinners were not specifically identified in a statement published on Monday by the Greater Manchester Combined Authority (GMCA), which outlined his meetings and other interactions with Manchester City during his time as mayor.

Earlier declarations showed that Burnham attended a dinner with Al Mubarak and then-Manchester City Council leader Richard Leese during an Everton match in August 2017. A separate entry recorded a dinner with the club chairman during the Manchester City-Manchester United derby in April 2018. Burnham had also declared two tickets worth £150 to an Ed Sheeran concert at the stadium in May 2018.

However, the register containing those declarations has since been removed from the GMCA website. The BBC reported that the authority’s policy was to publish declarations from the current mayoral term, although some records dating back to 2022 remain accessible. The GMCA has been asked to clarify the policy.

The controversy comes amid heightened scrutiny of Manchester City following an independent commission’s findings that the club breached Premier League financial regulations over a nine-year period between 2009 and 2018. During Prime Minister’s Questions, Burnham told MPs that nobody at the club had raised the charges against it during his discussions with them.

Burnham said he had asked the GMCA to publish a statement detailing his key dealings with the club’s owners. The statement listed a formal meeting with Al Mubarak at the UK Government’s Global Investment Summit in October 2021, arranged by the Department for International Trade, as well as an informal encounter during a 2019 testimonial match for former City captain Vincent Kompany. It also noted that Burnham had attended a small number of the club’s home matches as a guest.

Downing Street defended the dinners, describing them as hospitality received at home matches that had been declared, rather than separate meetings with the club chairman. However, Conservative politicians, including shadow sports minister Louie French and party leader Kemi Badenoch, have called for further disclosure. Manchester City denies wrongdoing and has appealed the commission’s findings, with sanctions yet to be announced.
