St. Kitts and Nevis Opens Lagos Biometric Passport Centre for Citizens Across Africa

Citizens of St. Kitts and Nevis living in Africa can now complete biometric passport enrolment in Lagos, following the launch of a new collection facility as part of the country’s passport modernisation programme.

The facility is designed to make the process easier for citizens living outside the Caribbean federation, reducing the need to travel to St. Kitts and Nevis or other overseas locations to submit their biometric information.

Existing citizens have until July 31, 2027, to complete the mandatory biometric enrolment. The Citizenship Unit is rolling out the programme through a network of collection centres in major cities around the world.

To begin the process, existing citizens must appoint an Authorised Agent, who provides a personalised registration link. Applicants then create an account using their Certificate of Registration number and personal details before completing the online application, selecting a collection centre and booking an appointment.

The appointment is reviewed by the Authorised Agent before it is confirmed by the Citizenship Unit. At the collection centre, the biometric process is expected to take about 15 to 30 minutes and may include fingerprints, a digital facial image, iris scanning and a digital signature. Applicants are also required to present their passport for identification.

Once the biometric data has been captured, it is transmitted to the Government of St. Kitts and Nevis for processing. Successful enrolment is confirmed to the citizen and Authorised Agent, after which the passport application process can proceed.

The Lagos centre forms part of a wider international network that includes locations in St. Kitts, London, Dubai, Abu Dhabi, Istanbul, Hong Kong, Toronto, Ottawa, the Washington, D.C. area, Jeddah and Singapore. The African facility gives citizens on the continent a closer option for completing the new requirement.

St. Kitts and Nevis launched its passport modernisation programme in April 2026 to bring its passport system in line with contemporary biometric security standards. New citizenship applicants are also required to complete biometric enrolment once their applications reach the Approval in Principle stage.

A temporary 10 per cent reduction on government biometric fees is available to citizens who complete enrolment between July 20 and December 31, 2026. The standard fees are expected to resume from January 1, 2027, giving existing citizens both a financial incentive and a defined deadline to complete the transition.
